Spirit Council/Etheric Council
The greatest of the five councils that is situated in heaven (Seretie) is the Spirit Council. It is made up of 24 members, each member from one of the 24 Royal Houses. The Spirit Council usually deals with everything pertaining to the Water, Earth, Fire and Air Councils, standing as a higher command centre and also deals with matters that exist on other planets with or without known life on them.
The 24 members of the Spirit/Etheric Council are currently reincarnating on earth - they all have a great role to play in bringing enlightenment to the Earth. They range in age from 30 to not born yet.
Water Council
The water council in our section of the universe applies only to the water cities and life on this planet. There are different dimensions where various creatures that we are not able to see today, like mermaids and various mythical creatures exist, and the Water Council exists to cater for the needs of the citizens that live in these dimensions. It is made up of 12 members, usually voted in by citizens and is usually rotated out if the citizens of the water realm are not happy with how the council is functioning with them on it. This is done to ensure the greatest efficiency and cooperation of the council as well.
Earth Council
The Earth Council in this section of the universe looks after the various plant life, dwarfs and gnomes that live on Earth, along with other various elementals. If something needs to be done, the citizens report it to the Earth Council. If it is something that cannot be handled by the Earth Council, it is handed over to the Spirit Council. This usually happens with things like fault lines that need to be moved or major lay lines that need to be re-directed. As per the Water Council, the Earth Council is made up of 12 members and is rotated in and out as needed via voting.
There are sub-councils such as the Crystal Council - it has 48 members
Fire Council
The Fire Council is made up of 12 members also but in this case they are not voted in. The contestants are put through a series of tests and the Fire Council is replaced every ten years or so with the final twelve that seem most appropriate by the Fire Element that is passed down through one of the 24 royal houses in Seretie. If a member wants to run again for the next ten years they must also take part in the tests. The Fire and Water realms are sometimes at odds with one another and this can cause, if at times the energies are flaring wildly enough, serious changes to our weather patterns, like droughts and major flooding or storms, depending on who is winning at the time. Usually they are peaceful though. The fire realm is usually made up of fire elements and mythical creatures that can use fire abilities themselves. Due to the small number of citizens in the Fire plane, the Water realm usually has the advantage.
Air Council
The Air Council is made up of 12 elementals, variably chosen by their previous successor. The Air realms involve the Fairy Realm, the air elementals, birds and other creatures that exist on our planet. It is usually peaceful and stays well away from the Water and Fire realms, especially when they are having disagreements. While doing its job dutifully, the various wind elementals will affect the air around them as their moods change. In a somewhat physical, wispy and see through form, they are playful when not angered and usually dance around a person, giggling to themselves as they send forth a sudden burst of wind to mess up a person’s hair. Air citizens are rather playful tricksters at heart.
